Federal Wide Area Network (WAN) Program Budget and Data Analyst

Hill Associates is seeking a Budget and Data Analyst for a Wide Area Network (WAN) Program Management Office (PMO) in a large Washington, D.C. Cabinet-level Federal agency. The position will report to the consulting team’s Program Manager. The position will primarily focus on business and financial management support for a program office delivering network, voice, and telecommunications services obtained through GSA’s Enterprise Infrastructure Solutions (EIS) contract, to customer organizations within the enterprise.  It will involve interfacing with federal and contractor support staff and customers to ensure efficient and effective business operations with a primary focus on budget formulation and execution support.

This position requires U.S. Citizenship. The candidate must have the ability to obtain and maintain a secret suitability clearance. 

Remote-based work is currently supported. 

What You Will Get to Do:

  • Normalize, establish, and maintain business-related data sets including but not limited to pricing data, order data, inventory data, and other financial data sets.
  • Support data-driven status and performance reporting.
  • Maintain all data necessary to perform financial modeling, program performance, contract compliance, and project and order tracking.
  • Collect and standardize data from various sources to support Independent Verification and Validation (IV&V) of vendor billing.
  • Develop and track fiscal year cost estimates.
  • Perform comparative cost analyses and develop complex service cost estimates using available contract pricing.
  • Develop, execute, and optimize business-related processes and document processes in a Standard Operating Procedure (SOP) format.
  • Draft service orders for review and submission by authorized officials.
  • Support the development and tracking of programmatic performance metrics.
  • Develop and submit recurring reports for consumption at various organizational levels.
  • Support Microsoft SharePoint content and user administration.

Required Qualifications:

  • BS in Information Technology, Finance or a related area of study.
  • At least fifteen (15)  years of experience in Information Technology (IT), finance, or a related technical capacity.
  • Excellent proficiency in Microsoft Excel.
  • Excellent interpersonal and communications skills for interaction with customers, project leaders, team members, and other government agencies.
  • Solid written and verbal communication skills.
  • Demonstrated ability to make data-driven decisions and to independently execute and advance tasks.
  • Demonstrated analytical and quantitative abilities.
  • Critical and creative thinker with strong attention to detail.
  • Ability to work in complex situations with varying degrees of ambiguity and change.
  • Knowledge of business analysis, methods, and supporting toolsets

Preferred Qualifications:

  • Experience with Federal Government IT budget and financial management.
  • Knowledge and understanding of networking concepts and technologies.
  • ITIL or related certifications.
